POSITION OBJECTIVE

The Manager of Administration & Human Resources plays a core role in the SVW’s human resources and administrative functions, and serves as a key advisory focal point to the Board of Directors in building and developing the organization in a sustainable manner, aligned with SVW’s mission of wildlife conservation.

The Manager of Administration & Human Resources reports directly to the Director and the Deputy Director in charge of Human Resources.

The key focus areas of this position include:

  • Human Resources Strategy: Lead the development and implementation of an effective, flexible human resources management system that aligns with the Center’s operational characteristics.
  • Continuous Improvement & Development: Drive continuous enhancement of workforce quality, organizational culture, and overall work performance.
  • Compliance & Standardization: Ensure that all HR and administrative policies and procedures fully comply with Vietnamese labor laws and the international governance standards committed to by SVW.

 

KEY RESPONSIBILITIES

A. HUMAN RESOURCES MANAGEMENT & ORGANIZATIONAL DEVELOPMENT (Approx. 80%)

  1. Human Resources Strategy & Recruitment
  • Develop and implement annual/quarterly human resources development strategies in alignment with the SVW’s context and strategic objectives.
  • Standardize job descriptions (JDs), competency frameworks, performance evaluation criteria, and recruitment and onboarding processes for all position groups.
  • Directly participate in interviews for key positions and propose HR management solutions aligned with SVW’s culture and mission.
  1. Organizational Culture & Staff Engagement
  • Act as a connector among SVW staff, between staff and the Board of Directors; ensure effective implementation of SVW’s Code of Conduct, thereby inspiring motivation, trust, and engagement across the organization.
  • Design and implement onboarding programs, team-building activities, and internal communications initiatives to strengthen collaboration between office-based staff and field teams.
  • Work closely with managers at all levels to embed organizational culture into daily operations.
  1. Organizational Discipline & Performance Management
  • Establish and operate a performance management system suitable for an NGO environment, ensuring fairness and motivation.
  • Review and update Internal Labor Regulations and Reward & Disciplinary Policies; directly handle or participate in resolving labor violations, internal conflicts, contract terminations, and resignations within the scope of authority.
  • Develop human resources risk management and prevention plans in line with the Center’s development model.
  1. Capacity Building & HR Policies
  • Identify training needs and design/organize capacity-building and skills development programs tailored to each department and position.
  • Advise the Board of Directors on training and professional development strategies aligned with the Center’s long-term direction.
  • Review and propose salary, bonus, and benefits policies that are appropriate to the SVW’s context and competitive with the labor market.
  • Develop staff care policies related to health, safety, and occupational well-being, tailored to personnel working in different project locations.
  1. Labor Relations & HR Data Management
  • Directly handle labor disputes, complaints, and employment-related issues; advise the, Deputy Director in charge of HR and the Board of Directors on resolution approaches when necessary.
  • Collect and analyze staff feedback on workplace-related issues and propose solutions to improve the working environment.
  • Establish systems for the storage, digitization, and protection of HR data, ensuring accuracy, regular updates, and strict compliance with confidentiality and data security standards.

B. ADMINISTRATION & EXTERNAL RELATIONS (Approx. 20%)

  • Organize administrative-related meetings, including preparation of meeting content, documentation of conclusions, and follow-up on assigned administrative action items.
  • Coordinate with relevant departments in task allocation to Administrative Officers and supervise administrative operations to ensure compliance with procedures, timelines, and quality standards.
  • Establish and oversee administrative management processes related to assets, equipment, vehicles, records and official correspondence, contracts, volunteer programs, fundraising goods, reception, and event logistics.
  • Serve as the focal point for working with authorities and external partners (e.g., VUSTA, government departments), handling labor-related reporting, visa and work permit procedures for foreign experts, and other statutory reports required by regulatory agencies and the supervising organization

 

COMPETENCY REQUIREMENTS

  1. Education & Experience
  • Bachelor’s degree or higher in Human Resources, Management, Law, Administration, or related fields.
  • Strong knowledge of labor-related policies and in-depth expertise in human resources management.
  • Minimum of 05 years of experience in Human Resources, including:
  • At least 03 years in an HR management or Manager of HR position.
  • Preference given to candidates with experience working in NGOs, non-profit organizations, or social-oriented organizations.

  • Comprehensive understanding of HR management, including recruitment, labor relations, training, and talent development.
  • Strong systems thinking with the ability to design, operate, and continuously improve HR and administrative processes.
  • Fluent in English; proficient in office tools (Google Workspace, MS Office).
  • Strong conflict resolution and labor discipline management skills.
  • Analytical thinking and the ability to provide strategic advice to the Board of Directors.
  • Understanding of and empathy for the non-profit/wildlife conservation sector, with knowledge of SVW’s operations and programs.
  • Excellent communication and relationship-building skills with colleagues and partners.
  • Proficient leadership, teamwork, and inspirational skills.
  • Organized, methodical working style with a high sense of discipline.

This is not a purely administrative position, but a strategic role focused on people development, organizational culture, and discipline. Candidates must be prepared to address and resolve complex challenges related to organizational change, staff engagement, and labor discipline, while actively and sustainably promoting SVW’s wildlife conservation mission.
